Person go to the new nagar nigam and go to the established department to identify whether all the forth category employees are getting salary on time or not and confirm if employees take loan then will establish department deduct emi from employee salary. Also check how many people can take out a loan from the company.

Then go to the higher level authority to get the approval to finance the employees..

Appoint an agent at that nagar nigam to collect the documents from employees for loan.

Marketing person goes there to verify and KYC the document and give undertaking to higher level authority.
